Roughly half of all growth in U.S. renewable electricity (RE) generation and capacity since 2000 is associated with state RPS requirements, though that percentage has declined in recent years, representing 23% of all U.S. RE capacity additions in 2019 the exception of the Northeast and Mid-Atlantic. Compared to the slow development and lack of strong Federal actions on climate change, U.S. states have become an important testing ground for climate policies with a wide range of policies, to reduce greenhouse gas emission, develop clean energy resources and promote alternative fuels. Currently, 24 states and the District of Columbia have established economy-wide greenhouse gas emission targets.
